The word Parliament has its origins in the Middle English parlement from the Old French parler, to speak, and dates from the 14th century. The modern form is first encountered in the 15th century and parliamentary in the 17th.

ACT OF PARLIAMENT

Acts of Parliament are dated using the Regnal Year of the session of Parliament in which they are passed.

ACTS OF PARLIAMENT 0-09174837-2:32

NAVIGATION ACT, 1651

The Navigation Act of 1651 was passed by the Commonwealth Parliament to protect English shipping interests. Under the act, goods form outside Europe could only be imported into England on British ships while goods from Europe could only be imported on British ships or ships owned by the exporting country.

The act alienated the Dutch who had become the great sea carriers and admiral Maarten Tromp was ordered to resist by force any British attempts to search Dutch ships for foreign (usually French) goods.

The result was that England and Holland formally declared a state of war on July 8th, 1652 (see the Battle of Dungeness).
