In October 1840, the Board of Guardians of the Bedminster Poor Law Union asked the Poor Law Commissioners for permission to pay one of their pauper inmates a shilling per week to instruct boys in shoe-making. The Commissioners refused the request on the grounds that the Poor Law Union was already entitled to the labour of the pauper by taking him into the workhouse. They Board of Guardians suggested that employing the man would prevent his pauperism and he was eventually employed in return for his maintenance, clothing and �2 12s per annum.
